新加坡總理李顯龍4月3日宣布,該國將實(shí)施更嚴(yán)格的措施以控制新冠疫情發(fā)展。新加坡海事及港務(wù)管理局當(dāng)晚發(fā)布新聞公告指出,新加坡港口將繼續(xù)開放貨運(yùn)業(yè)務(wù),并將繼續(xù)提供基本的海運(yùn)服務(wù),包括燃料供應(yīng)、船舶物料和船舶供給。
根據(jù)此前新加坡衛(wèi)生部發(fā)布的公告,從2020年4月7日至2020年5月4日(含),所有不能通過在家遠(yuǎn)程辦公進(jìn)行的商務(wù)、社交或其他活動將被暫停。但基本服務(wù)及其相關(guān)供應(yīng)鏈,以及構(gòu)成全球供應(yīng)鏈一部分的實(shí)體,將被豁免暫停業(yè)務(wù)。
新加坡海事及港務(wù)管理局指出,海運(yùn)是新加坡重要的經(jīng)濟(jì)部門,而新加坡港口對確保貨物流通至關(guān)重要。因此,新加坡港口將繼續(xù)開放。被豁免暫停的海事相關(guān)活動包括:航運(yùn),例如船舶運(yùn)營商和班輪運(yùn)營商;與航運(yùn)有關(guān)的服務(wù),例如船舶管理和船舶代理;安全及航行服務(wù),例如船級社、領(lǐng)航、救助及拖航;港口和碼頭業(yè)務(wù),包括建筑;港口海事服務(wù),例如船舶修理、加燃料、渡輪服務(wù)等。
新加坡海事及港務(wù)管理局表示,獲豁免暫停業(yè)務(wù)的海事實(shí)體將于2020年4月3日22時(shí)之前收到該部門的確認(rèn)郵件。他們也可于這一時(shí)刻起,在www.mpa.gov.sg/es_enquiry網(wǎng)站上確認(rèn)其豁免資格。
此外,新加坡海事及港務(wù)管理局表示,員工可以在家遠(yuǎn)程辦公的商業(yè)活動可以繼續(xù)進(jìn)行。該部門預(yù)測新出臺的防疫措施將實(shí)施到2020年5月4日,但如有必要,可能會延長。根據(jù)新加坡《傳染病法》,不遵守這些措施將觸犯法律,對違法者的處罰包括最高1萬新元的罰款或最多6個(gè)月的監(jiān)禁,或兩者兼施。此外,不遵守條例的個(gè)人或經(jīng)營者也可根據(jù)該法令被暫停業(yè)務(wù)。

on 3 april 2020, the singapore ministry of health (moh) issued a media release on “additional measures to minimise further spread of covid-19”. all business, social, or other activities that cannot be conducted through telecommuting from home will be suspended from 7 april 2020 to 4 may 2020 (inclusive). essential services and their related supply chains, as well as entities that form a part of the global supply chain, are exempted from the suspension.
2 as maritime is a key economic sector and the port of singapore is critical in ensuring the flow of goods, it will remain open for cargo operations and will continue to provide essential marine services including bunkering, ship stores and ship supplies.
3 maritime-related activities will be exempted from the suspension, including:
a. shipping e.g. ship operators and liner operators
b. shipping-related services e.g. ship management and ship agencies
c. safety and navigation services e.g. class societies, pilotage, salvage and towage
d. port and terminal operations including construction
e. port marine services e.g. ship chandlers, bunkering, ferry services
4 maritime entities exempted from the suspension will receive a confirmation email from the maritime and port authority of singapore (mpa) by friday, 3 april 2020, 2200h. they can also confirm their eligibility for this exemption at www.mpa.gov.sg/es_enquiry from 3 april 2020, 2200h.
5 business activities that can be conducted with employees telecommuting from home can continue to operate.
